The consortium of public and private social and health agencies and private practitioners serving abused adolescents in St. Paul, Minn., provides lower cost services, minimal government participation, and increased public-private cooperation.
Abstract
The consortium emerged from awareness of adolescent physical and sexual abuse in the community and limited county funds for services to these youth. Through existing contacts among community agencies concerned about the problem, the Consortium of Child and Adolescent Abuse Services was formed to develop an integrative, cooperative interagency network that could provide quality services at reduced administrative overhead. The county contracted with the consortium to provide child protection services at a cost less than the county was currently paying for such services. The consortium consists of a community youth agency, a health center, a private social service agency, two local hospitals, a high school, and a nursing service. Private practitioners include a psychiatrist and a psychologist. Intake can be done by any of the participating agencies, but other agencies are included in the service plan. Most of the referrals to the consortium come from the county protective services agency. The consortium provided 2,834 units of service between January and June 1982 at a cost to the county of $23,710. 2 footnotes.
