Satellite teleconferencing provides quality, up-to-date training on useful topics at a modest cost for a large law enforcement audience.
Abstract
The law Enforcement Satellite Training Network is a cooperative venture of the FBI's Kansas City Office and the Kansas City Police Department (Missouri). Production facilities transmit the training program from the studio to an 'earth station,' and the earth station sends the program up to the satellite, where the transponder on the satellite reflects the program back to receiving sites. Receiving sites require a satellite recieving dish and a facility with television monitors and telephones to permit viewer questions to program participants. The FBI has provided resources for the training programs, which have consisted of the use of criminal profiling in investigations, hostage negotiations, and substance abuse by police officers. The programs originate at a Kansas City Television station and feature a moderator and a panel of experts on the issue being discussed. The program format consists of live and preproduced lectures from experts, followed by call-in questions and answers between the panel and viewing participants across the country.
