This report summarizes hearings held in 1986 by the Illinois Criminal Justice Information Authority on the use of Justice Assistant Act (JAA) and Victims of Crime Act (VOCA) funds, discusses programs funded with first-year monies, and proposes priorities for subsequent years.
Abstract
Major issues addressed at the hearings included interdisciplinary training, serious offender programs, direct services to crime victims, and State's attorney-based victim-assistance programs. During the first year, about 50 percent of JAA funds were devoted to the development of operational information and workload management systems. The rest were used to provide training and assistance to criminal justice personnel, management of serious offenders, and community and neighborhood crime prevention and control programs. Approximately 84 percent of VOCA funds went to providing direct services to victims. These included educational, crisis intervention, counseling, and witness assistance services. These areas will remain funding priorities in subsequent years. Appendixes provide listings of implementing agencies in fiscal year 1985, hearing notices and program summaries, and a list of hearing witnesses.
