Testimony by prison management officials, correctional staff, inmates, and law enforcement officers examines problems and conditions at California's San Quentin prison.
Abstract
Major issues considered included the severe crowding problems and resultant court orders facing the State's prisons, the urgent sanitation and maintenance needs at the facility, and serious problems in management. Related issues discussed were prison security, the use of lockdowns and double-celling, inadequacies of the inmate classification system, the high rate of violence, and the inadequacies of inmate services. Escape detection and recapture procedures also were considered. Possible solutions to these problems were suggested. News clippings and a judge's summary of conditions at San Quentin are included.
