This speech, presented to New Mexico law enforcement officials, describes the operations and 6-month achievements of Operation Alliance, a program that involves Federal, State, and local agencies as well as the Mexican government in border interdiction to stem the flow of drugs into the United States from Mexico.
Abstract
The primary agencies involved in the interdiction activity are the U.S. Customs Service, the U.S. Border Patrol, the U.S. Coast Guard, and the Drug Enforcement Administration. These agencies are supported by State and local law enforcement agencies in border States and by several other Federal agencies. Operation Alliance is coordinated by the Joint Command Group, composed of Federal and State law enforcement representatives. During the first year of Operation Alliance, the program has consisted primarily of six major enforcement projects. In each, several law enforcement agencies have teamed to intensify interdiction at and between ports of entry along the border and in the adjoining waters and airspace over the Gulf of Mexico and the Pacific Ocean. Operation Alliance has increased drug seizures through an increase in and focused use of personnel and resources. One benefit of Operation Alliance will be an increase in asset forfeiture through an increased number of drug convictions, assets which will be used to provide more drug law enforcement resources at the Federal, State, and local levels.
