Testimony and prepared statements by physicians, employers, agency administrators and attorneys examine the issues surrounding employee drug testing programs.
Abstract
Testimony centers on the negative effects of drug abuse: not only on an employee's personal life but also on productivity, health, and job safety. Highlighted are the consequences of drug use in especially demanding positions, where human error associated with drug use can jeopardize public safety (e.g., aviation, public transit). Various approaches to drug testing taken by athletic organizations, Federal agencies, transit authorities, and private business are described. Also described are several employee assistance programs offering services to drug and alcohol abusing workers. Legal issues, including privacy and confidentiality, surrounding mandatory drug testing also are addressed, and the need for ensuring the accuracy of laboratory results is noted.
