The course is based in the belief that all police managers must have certain core competencies. These include a multiple behavior repertoire; critical thinking, good communications, good planning and problemsolving, and sensitive management of resources and conflict; moral clarity; personal resilience and insight; and a developing knowledge base. Part I of the course, which is a self-developmental, sills-based course lasting 3 months, has already been implemented. The skills developed cover sensitivity to the environment, communication, problemsolving, assertiveness, helping skills, team skills, leadership skills, and emotional skills. The four phases of Part I are planning and staff development; exploring self, others, and the development process; the establishment of a peer learning community; and self-directed learning. Part II of the course, which is now in the design phase, will focus on additional skill development culminating in action-learning. Some lessons learned by the college staff in teaching Part I are discussed. 4 notes and 23 references.
