Testimony and prepared statements from representatives of the Senate, victim service organizations, citizen associations, and postal service and justice representatives discuss proposed legislation that would make illegal advertisements for the receipt, production, or dissemination of any visual depiction of sexually explicit conduct of or with a minor or offering participation in such conduct with a minor.
Abstract
Also considered are amendments that further define sexual exploitation and coercion. Testimony focuses on the need to strengthen existing child sexual abuse and pornography legislation and related law enforcement efforts, the deleterious effects of sexual abuse and exploitation on children, and the need to further discourage pedophiles. Deficiencies in existing legislation are noted. Constitutional issues related to the proposed legislation also are discussed. In general, testimony supports the legislation, although a number of changes in the language and scope of the bill are recommended.
