After reviewing data on drug misuse in the United Kingdom, this report describes the government's drug law enforcement strategy, which includes reducing supplies from abroad, making enforcement more effective, strengthening deterrence and domestic controls, developing prevention, and improving treatment and rehabilitation.
Abstract
The misuse of drugs, notably heroin and amphetamines, has substantially increased in the United Kingdom in the last 5-6 years after a relative stability in drug misuse in the mid-1970's. The government's strategy for reducing the drug supply includes support for international efforts to curb the production and trafficking of drugs, the strengthening of customs and police enforcement, tightening controls on drugs produced and prescribed in the country so there is no 'leakage' to the illicit market, and deterring drug traffickers and dealers with high maximum penalties and asset forfeiture. The demand for drugs is being addressed through education programs that discourage persons from drug misuse and by providing treatment and rehabilitation for those already misusing drugs. Appendixes contain notes on departmental responsibilities and principal legislation, summaries of treatment and prevention recommendations by the Advisory Council on the Misuse of Drugs, a list of centrally funded projects and useful contacts, and 12 references.
