Six stages for cost-effective jail construction are delineated: needs assessment, master planning, facility tours, project statement/architectural program, schematic design and design development, and construction. The use of modular buildings is discussed as an immediate solution to jail overcrowding. A National Institute of Justice initiative to reduce excessive time and costs of correctional facility construction is described. Criteria to be considered in facility construction are outlined, and the development of construction standards is discussed. Issues related to facility design are considered in four articles, including implications of design for facility security, inmate supervision, and general correctional management. Several award-winning facility designs are described. Finally, technologies available for computerized drafting, perimeter security, wastewater treatment, and fire detection and control are described. For individual articles, see NCJ 106593-106599.
