Abstract
THIS CIVILIAN COMMITTEE WAS APPOINTED AFTER A DISTURBANCE AT THE PRESIDIO FACILITY IN 1968. FOR ONE MONTH THEY INTENSIVELY REVIEWED THE PROGRAMS AND PROBLEMS OF ARMY STOCKADES THROUGHOUT THE UNITED STATES. THEIR REPORT CONTAINS DATA AND RECOMMENDATIONS ON THE DESIGN AND USE OF STOCKADES, THE KIND OF PRISONERS HELD, AND THE TRAINING AND EXPERIENCE STATUS OF THE MEN ASSIGNED AS GUARDS. ALSO INCLUDED IS A DETAILED DESCRIPTION OF THE UNIQUE REMOTIVATION PROGRAM AT FORT RILEY, KANSAS.
