Abstract
A SHORT HISTORY OF THE PROJECT IS PRESENTED AS A FORWARD TO THE ANALYSIS OF A COALITION MODEL FOR COMMUNITY ACTION. THIS TYPE OF COALITION INVOLVES PUBLIC FUNDING OF PRIVATE AGENCIES AND IS DESIGNED TO MEET SPECIFIC PROBLEMS IN THE FIELD BY ADAPTING THEORETICAL CONCEPTS TO FIT CULTURAL AND POLITICAL REALITIES. THE PAMPHLET EXPLORES A NUMBER OF POLICY ISSUES REGARDING THE OPERATION OF YOUTH SERVICE SYSTEMS. ATTENTION IS GIVEN TO ANALYSIS OF ADVOCACY AS ATTEMPTED BY INDIGENOUS WORKERS AS COMPARED WITH THAT UNDERTAKEN BY MEMBERS OF OTHER NEIGHBORHOODS AND ETHNIC GROUPS. YOUTH ADVOCACY IS AN INTENSIVE PROGRAM IN WHICH ADULT WORKERS PERSONALLY COUNSEL AND TUTOR YOUNG PEOPLE IN AN ATTEMPT TO DIVERT THEM FROM THE JUVENILE JUSTICE SYSTEM
