This report presents an assessment of the impact of the planning, construction, and operation of a proposed 1,700-bed correctional facility on the air, land, water, people, and other environmental aspects of San Diego County, Calif.
Abstract
The facility would be primarily for medium-security inmates, plus 200 beds for minimum-security facility. The location would be about 18 miles southeast of downtown San Diego. The analysis considers the effects on geology, soils, hydrology and water quality, transportation and circulation, archeology, the human population, governmental services, visual resources, the surrounding community, energy resources, biological resources, air quality, land use, socioeconomics, and noise. Most impacts are felt to be either insignificant or significant but mitigable to an acceptable level. Maps, tables, draft report, agency comments, other correspondence, and 93 references.
