STEPS TO BE TAKEN WHEN INSTITUTING CRIME CONTROL PLANNING ARE BRIEFLY DESCRIBED. THEY INCLUDE PROBLEM IDENTIFICATION THROUGH ANALYSIS OF THE CRIME, DETERMINATION OF OFFENDER CHARACTERISTICS, ESTABLISHMENT OF GOALS AND OBJECTIVES, AND CONSIDERATION OF CONSTRAINTS TO CRIME REDUCTION EFFORTS. NUMEROUS CHARTS AND OUTLINES ARE ATTACHED TO THE DOCUMENT AS ILLUSTRATIONS OF THE DISCUSSION.
