Testimony describe the incidence of such sexual abuse, its consequences for victims and their families, and legal and programmatic strategies to address this problem. Recommendations include enactment of the Child Sexual Abuse Reform Act, which facilitates efforts to protect children and the mentally ill and disabled from sexual exploitation and repeal of Penal Law Sections 130.16 and 260.11 requiring corroboration of sex offenses. In addition, the need for treatment programs for victims, offenders, and families was suggested, and preventive education for children was recommended. Additional testimony centered on intervention training for criminal justice and other professionals, increased penalties for offenders, and reforms in court procedures to protect the child victim from the trauma of the trial.
