Characteristics, special problems, and service needs of street, rural, minority, homosexual, baby runner (younger, short-term runaways), and missing subgroups of runaway and homeless youth are delineated. National policy, congressional action, and program funding in this area are described; the role of the juvenile court with respect to status offenders, including runaways, is discussed. Pending legislation on family violence prevention, missing persons, status offenders, and homeless and runaway youth in California is summarized. An examination of the problem in Los Angeles County considers teenage prostitution, shelters, and two programs serving high risk youth and gay youth hustlers. Guidelines for law enforcement-social agency interactions also are provided. Small group reports cover causation and prevention, research and planning, program design, community coordination, current legislation, and media and public awareness. A workshop program and list of program participants are appended.
