This report defines the problem of prison overcrowding in Connecticut, reviews the status of prison overcrowding initiatives, and recommends ways to address the problem.
Abstract
After noting that Connecticut's inmate population has increased substantially since 1985, the report projects the inmate population through 1996 using a computer simulation model. A review of the status of overcrowding initiatives focuses on alternative programs and efforts to increase facility capacity. The commission recommends that the State proceed immediately to expand long-term and interim correctional facilities. The commission also recommends the authorization and funding for 94 new probation officers and support resources to improve probationer supervision. A community service program emphasizing supervision and followup reporting to the courts is recommended, as is the expansion of a network of halfway houses. Other recommendations are legislative impact studies to determine the effects of legislation on inmate populations and that the pilot alternative sentencing center be expanded to additional sites. 5 figures.
