This manual provides guidelines to assist correctional personnel in the humane and efficient operation of secure juvenile and adult facilities.
Abstract
Following statements on the purpose of corrections, the conditions of confinement, and the use of sanctions and controls, the foundations of security are reviewed and a philosophy for security management is proposed. Security practices and procedures are delineated with respect to general institutional security and inmate management and control. Among areas covered are key control, security surveys and inspections, contraband, inmate transportation, and searches. Also discussed are the role responsibilities and staffing of the control center and armory practices and procedures. Guidelines cover food service safety and sanitation. Security and emergency procedures encompass preparedness, escape and apprehension, inmate disturbances, hostage situations, fire control, bomb threat, natural disasters and other catastrophes, and employee work stoppages. Appendixes include forms and staffing guidelines. Tables, illustrations, and index.
