This report presents the findings of an interagency task force that examined California's system for processing drunk drivers (DUI system), from the point of arrest through charging, convicting, sentencing, and treating and to the disposition recording and action at the State's department of motor vehicles.
Abstract
The task force represented law enforcement agencies; prosecutors; municipal, superior, and juvenile courts; program and service providers; State and county alcohol program administrators; probation officers; and the department of motor vehicles. The analysis considered the system both before and after the implementation of major new State legislation on January 1, 1982. Flow charts were developed for the whole DUI system. The charts depicted all elements and decision points concerning drivers, abstracts, and license actions involved in the reporting system. The analysis showed that the countermeasure system varied across both time and space. The flow charts represented an approximation of the system, but actual processing varied in individual localities. Appended outline and text of legislation, table, figure, and flow charts.
