The increasing incidence of child abuse in day care centers is discussed, and several well-publicized cases involving sexual abuse of children by employees with previous criminal records is noted. The increasing need for regulated, accountable day care services is discussed. Factors that make preschool children particularly volnerable to sexual and other abuse at the hands of service providers are delineated, and the background and nature of such abuses are described. Current State licensing requirements also are reviewed, and deficiencies are discussed. Descriptions of model day care programs also are provided. Recommendations for preventing child abuse are considered including, preemployment screening, licensing standards, program monitoring, staff education and training, improved reporting, and parental involvement.
