The Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power emanated from the deliberations of the Seventh United Nations Congress held in Milan, Italy, in 1985.
Abstract
The declaration recommends measures to be taken at the international and regional levels to improve access to justice and fair treatment of victims. General provisions call for the implementation of social, health, mental health, educational, economic and crime prevention policies to reduce victimization and increase assistance to victims. They also call for the development of policies to prevent abuses to power and to promote observance of codes of conduct and ethical norms. They suggest that victims be treated with compassion and dignity and that procedures be implemented that increase the responsiveness of judicial and administrative processes to their needs. Also recommended are the adoption of restitution and compensation policies and procedures and the provision of victim material, medical, psychological, and social assistance through government, voluntary, community-based, and indigenous means.
