The committee recommends that funds be allocated to enable school-based drug prevention programs to reach peak effectiveness and that measures be taken to avoid duplication and foster cooperation among the government agencies concerned with drug abuse prevention. The committee supports the passage of Senate Bill 102, which fosters the establishment of employee-assistance-program consortiums to serve businesses that cannot support such programs. Funding for quality drug treatment for all who need it and expanded programs to reflect the changing characteristics of drug abuse and abusers are also recommended. The committee endorses the development of new treatment models to address the needs of mentally ill chemical abusers and urges speedy statewide dissemination. In the area of criminal justice, the committee supports the adoption of the following bills reintroduced in the 1987 legislative session: S. 103 (Repeal of the Marijuana Reform Act of 1977), S. 104 (Designer Drug Control Act), and S. 105, which prohibits the sale of any amount of 'heat-altered' cocaine or 'crack.' 9 references and appended criminal justice statistics pertaining to drug abuse.
