A model agreement sets forth provisions designed to promote the social rehabilitation of persons convicted of crime abroad by facilitating their return to their home country to serve their sentences. The agreement is based on a system of voluntary transfer and bilateral cooperation. Procedural regulations deal with continued enforcement, conversion of sentence, nonaggravation of the prisoner's penal situation, conditional release, and pardon. Recommendations for the treatment of foreign prisoners are designed to ensure that prisoners' receive adequate information about their situation and services to alleviate their tension and social isolation. It is recommended that efforts be made to provide understandable information on law and legal procedure and prison regulations and regimes. Other recommendations call for facilitating inmate-staff communication, providing access to medical and religious services, and encouraging contact with the outside world, particularly the inmate's family. Additional provisions call for the intensification of the role of consular authorities and international cooperation of probation and rehabilitation services. Draft resolutions are appended. 3 notes.
