Abstract
THE BEVERLY HILLS, CALIFORNIA POLICE DEPARTMENT CONDUCTED A ONE-YEAR PROGRAM TO DEMONSTRATE EFFECTIVE APPLICATION OF SYSTEMS ANALYSIS/OPERATIONS RESEARCH TO THE IMPROVEMENT OF LAW ENFORCEMENT IN SMALL- TO MEDIUM-SIZED POLICE DEPARTMENTS, DEVELOPMENT OF AN IN-HOUSE CAPABILITY TO APPLY SYSTEMS ANALYSIS/OPERATIONS RESEARCH AS A MANAGEMENT AND PLANNING TOOL, AND THE DEVELOPMENT OF A MODEL APPROACH WHICH OTHER CITIES OF COMPARABLE SIZE CAN USE. THIS MODEL APPROACH IS DESCRIBED FOR APPLICATIONS OF SYSTEMS ANALYSIS, STEPS TO TAKE IN PLANNING, ORGANIZING AND IMPLEMENTING A PROGRAM, AND A COMPREHENSIVE TRAINING PROGRAM IN SYSTEMS ANALYSIS AND PROJECT MANAGEMENT.
