This article discusses Gallas' (1987) assessment of the need for research into the characteristics, processes, and criteria of judicial leadership excellence.
Abstract
While, as Gallas suggests, such research should include both quantitative and qualitative approaches and should have practical application, his emphasis on speedy disposition and delay reduction is too unidimensional. Measures of delay are not necessarily indicators of excellent courts and excellent leaders. The effective leader is good both at controlling and coordinating and in transforming the organization. The profile of the effective leader contains many dimensions and many roles. Judicial leadership research should focus not only on delay, but also on performance of the mentor, facilitator, innovator, broker, producer, director, coordinator, and monitor roles. 3 references.
