MENTION IS MADE OF AMERICAN EFFORTS TO PROVIDE COMPENSATION THROUGH STATE LEGISLATION AND ACADEMIC PUBLICATIONS. A FINAL CHAPTER DEALS WITH THE PROBLEM OF DETERMINING RESPONSIBILITY IN THE CASE OF BOTH CRIMINAL AND VICTIM.
