The CRC found that the system was in fact a loose confederation of institutions without a clearly thought-out strategy for meeting the needs of the most difficult prisoners and with only a limited range of available responses to disruptive behavior. On the basis of its analysis, the CRC proposed practical improvements for dealing with long-term prisoners and providing systematic incentives for good behavior. Specific proposals dealt with inmate-staff relations, staff training, inmate career planning, inmate contact with friends and family, and management of psychiatrically disturbed and other problem inmates. Other proposals called for the development of inmate recreational, educational, and vocational programs and research and monitoring. Two comments are included that further examine CRC proposals relating to the dispersal prison system and the control and management of long-term prisoners. 1 note, 2 tables, and 20 references.
