During phase 1 of the program, emphasis was on information dissemination and exchange among the five demonstration program sites through quarterly cluster meetings during which site directors and other relevant juvenile-related personnel discussed common concerns and issues. Technical assistance also was offered through informational commentaries providing reviews of research into serious and habitual juvenile offenders, descriptions of the program model and its components, and discussions of site-specific implementations. Site visits also provided for information exchange and improved cooperation among agencies. During phase 2, technical assistance is expected to increase substantially and will be delivered primarily by practitioners who have been directly involved in program planning and implementation at the five original demonstration sites. Areas of assistance as the program is implemented at additional sites will include establishing a juvenile data base, developing SHO/DI criteria, establishing crime and link analysis procedures, building community and criminal justice system support for the program, enhancing case investigation, and responding to children at risk.
