After briefly discussing problems that interfere with the safe operation of schools, it points out that the 1978 Violent Schools-Safe Schools report of the National Institute for Education (NIE) pinpoints poor community-school relations as one factor in the incidence of school crime. It lists the seven principles identified by George Gallup as a basis for promoting change. Noting that educators must recognize that the future of education rests largely with people not directly involved with public schools, it discusses the importance of good media relations and lists three forms of media relations: responding to media requests, arranging for coverage and dissemination of information, and stimulating media coverage. It emphasizes the importance of planning specifically for times of crisis and states that the ultimate solution to campus crime and violence is to study, identify, and correct the fundamental problems which generate antisocial behavior by young people.
