This master plan for the development of California juvenile correctional facilities and the management of juvenile institutional populations focuses on bed-space needs for fiscal years 1986-1987 through 1990-1991.
Abstract
If current trends continue, California juvenile institutions will house over 2,000 residents in excess of design capacity in 1991. This master plan, designed to reduce this overcrowding, presents policies and objectives, 10-year population projections by year, options for meeting the projected increase, measures to address short-term crowding, a list of projects to achieve the goals of the master plan, and a time frame for implementing the projects. The proposed population management plan covers early release programs, bed capacity expansion, intensive supervision programs, and alternative sentencing. In planning for the institutional population growth, planners explored alternatives under four major strategies: reduction of intake, reduction of length of stay, further crowding, and the expansion of existing capacity. The effects on crowding of the various strategies are tabulated. The report recommends that in addition to existing funded capital outlay projects, three primary strategies be used to address projected population increases: the development of alternative programs, construction of a 600-bed institution, and the continued crowding of facilities. 17 tables and appended supplementary information.
