This report describes the environmental impact of a proposed 700-bed, medium-security correctional facility to be built on an 81.3-acre site in Ogdensburg, N.Y.
Abstract
Beneficial impacts of the project include providing additional housing for New York City's inmates and the addition of 390 new jobs in an area with high unemployment. The main areas of adverse impact center on clearing and grading about 62 acres of fields, construction activities near a protected wetland, traffic, the demands placed on community services (e.g., schools, hospitals, courts), possible escapes and the visual impact of the project. Erosion control measure will minimize the impact of grading, and additional measures will minimize effects on the wetland. A traffic study will determine the need for a traffic signal. Vegetation will be planted to minimize visual impact of the facility. Finally, standard security systems will minimize the possibility of escapes. Appendixes provide additional information on State facility planning, objectives and issues, expansion planning, and site selection criteria. 5 tables and 8 exhibits.
