This report describes the policies, investigative capabilities, activities, completed and inprocess investigations, and organization and personnel of the Maryland State Prosecutor's Office from May 1984 to November 1985.
Abstract
Major emphasis of the office is on developing a first-rate investigative capability, maintaining close working relationships with the State's attorneys, and serving as a coordinating staff to law enforcement agencies conducting joint operations. During the 18-month period reported on, the office's workload has steadily increased. The number and types of investigations conducted have improved the capabilities of the office and improved the expertise of staff. There were 54 complaints referred to the office; 43 were completed, 11 are in process. Of the completed investigations, 17 resulted in criminal charges or the initiation of some type of judicial process. The remaining cases were closed or inactive due to insufficient evidence. Cases investigated included solicitation to murder and commit arson, bribery, misconduct in office, misappropriation, and election law violations. An organizational chart and summary of workload are appended.
