This Oklahoma Committee report on drugs in the schools provides committee meeting synopses and an examination of legal, policy, and program issues and recommendations.
Abstract
Meetings focused on drug and alcohol prevention programs, approaches, and effectiveness; the development of school policies and programs; staff training; school, police, and community coordination; law enforcement issues; and the role of State agencies. A wide variety of existing programs and workshops were described. On the basis of meetings, legislative changes are proposed that would clarify and expand options for school searches, require dissemination of a policy and guideline handbook to public schools, establish a council with responsibilities related to drug prevention and education, and authorize cooperative agreements between jurisdictions. Also recommended are the development of K-12 curricula, comprehensive model policies, referral and support services, staff training, and community coordinating plans. Finally, it is recommended that objective funding criteria be established, that additional State and local funds be made available for prevention and treatment, and that funded programs be evaluated and monitored. Appendixes provide additional information on substance abuse and school searches.
