This report describes the development, implementation, and evaluation of a series of eight 2-day law enforcement management seminars held at eight sites over a 14-month period in 1986-1987.
Abstract
Following site selection, a 12-session curriculum was designed that covered such issues as police calls and response to calls, patrol deployment, needs and rights of crime victims, and improving police management. A total of 601 mid- and upper-level police managers participated at the 8 sites. Evaluation instruments were administered to participants and chiefs of host departments. Evaluations of workshop components varied somewhat among sites, but were generally positive, ranging from 2.9 to 4.6 on a 5-point scale on individual ratings to lectures and presentations, workshop flow, small group and individual work, and instructional materials. Among the workshop features evaluated most positively were sequence of sessions, opportunity for questions, and participant handbooks and task worksheets. Ratings were highest overall at the South Carolina and Hawaii sites and lowest at the New York site. Evaluations of overall workshop informativeness, utility, and relevance ranged from 2.9 to 4.3.
