On the basis of public hearings and witness testimony, 51 recommendations are provided on the adolescent drug epidemic in Maryland and prevention, intervention, treatment, and law and legal procedures.
Abstract
Prevention recommendations deal with teacher certification, continuing education, drug/alcohol curricula for primary and secondary schools, student and employee assistance programs, school prevention programs, and drug/alcohol-use policies. Intervention recommendations cover professional drug/alcohol curricula, continuing education of law enforcement officers, resources, the media, public awareness, counseling, and voluntary and court-ordered intervention. Treatment issues considered include psychological/psychiatric and medical protocols, consent, school self-help and treatment programs, treatment standards, and treatment of adolescents and juvenile offenders. Law/legal recommendations consider age-21 drinking laws, false identification, evidence of intoxication and adolescent driving under the influence, paraphernalia, and alcohol excise taxes and fiscal resources. Appendixes provide additional information on juvenile alcohol and drug use. Illustrations, chapter endnotes, and 30 references.
