This operational memorandum of the Rhode Island Department of Corrections presents policies and procedures designed to ensure that appropriate medical care is available and accessible to every offender suspected of or diagnosed as having acquired immune deficiency syndrome (AIDS), AIDS-related complex (ARC), and the human immunodeficiency virus (HIV).
Abstract
The memorandum establishes general specific guidelines for correctional staff pertaining to the testing, evaluation, and management of offenders with AIDS, ARC, or HIV infection. It also outlines a comprehensive AIDS orientation and education program for staff and offenders at the adult correctional institutions. Guidelines and procedures also encompass confidentiality and disclosure guidelines, reporting, the housing of inmates infected with the AIDS virus, and general and specific infection control procedures. The appendix briefly describes the opportunistic diseases at least moderately indicative of the cellular immunodeficiency associated with AIDS. Some clinical and laboratory symptoms of AIDS infection are also listed in the appendix.
