The primary goal of this Juvenile Court Judges' Commission project in Pennsylvania was to reduce the number of youth committed to placement facilities by providing more effective supervision of high-risk adjudicated youth while they remain in the community.
Abstract
By the end of 1986, the intensive probation programs were able to reduce placements by 4.76 percent. The decrease in placements in the 27 project counties was reflected in the 4.86 percent-decrease in placement costs. In actual placement numbers and dollar savings, Erie County had the largest reduction in placements and experienced the largest dollar savings. When placement costs are related to individual youth involved in the program, a greater cost savings can be determined. There was an increase in recidivism with a change from 17.59 percent in 1985 to 19.49 percent in 1986. 6 figures.
