This policy proposal establishes procedures for supervision of Massachusetts inmates who carry or are reasonably suspected of carrying the acquired immune deficiency syndrome (AIDS) virus and for education and training of inmates and staff, and voluntary and confidential testing of inmates.
Abstract
Under the proposed policy, inmates who have or are suspected of having an infectious disease shall not be denied rights or services because of their medical condition. In most cases, inmates with AIDS or related conditions pose no threat of transmitting the infection through casual daily contact. Inmates with confirmed infectious disease who represent a high risk of infection to staff and others shall be hospitalized when necessary at the direction of the facility physician. Participation in AIDS education and training shall be mandatory for all inmates and staff. Staff training shall encompass information on AIDS in correctional settings, sensitivity and precaution training, and review of policy and procedures. Inmate education, covering disease transmission, progression, and prevention, will be conducted through the use of films, literature, and discussion. Confidential testing of inmates will be done only on written request of the inmate after education and counseling.
