This article outlines the components of planning a transactional situation whereby an undercover officer is purchasing narcotics or dangerous drugs.
Abstract
The line supervisor or a person designated by the supervisor is responsible for the planning, execution, and followup of any transactional situation. When the transaction involves a large amount of money or is potentially dangerous, the supervisor or designee must provide the command-level supervisor with a formally documented operational plan. The operational plan will consist of either a five-paragraph order, a basic assignment chart, or both, depending on the operation's complexity. The line supervisor or designee will confer with counterparts in charge of support units. With the exception of the undercover officer and immediate support personnel, all personnel involved will wear labeled raid jackets. This article provides an example of the five-paragraph order, which consists of statements of the situation, the mission or objective, the execution, administrative details, and radio communications to be used. Also included are an assignment sheet and a sample schematic of a transactional site.
