ACA began developing policy guidelines on AIDS in early 1985 with the help of three Federal agencies. A report from the National Institute of Justice in May 1987 summarized the incidence and transmission of AIDS infection among correctional populations. The main problem facing correctional professionals is what to do with those who test positive or have AIDS-related Complex. Most AIDS in correctional facilities is the result of intravenous drug use. A major drug prevention program is needed to decrease the number of future cases. However, unneeded screening programs or warehousing AIDS victims in corrections should be avoided. Congress and the administration should continue significant funding to combat drug abuse and promote treatment and to help correctional agencies pay for treatment of AIDS. ACA is now establishing an AIDS task force to seek answers to the many unanswered policy questions on this issue.
