This study develops additional information on the current administrative and organizational placement of Pennsylvania's Municipal Police Officers' Education and Training Commission (MPOETC), which has the authority to establish minimum courses of study and training for municipal police officers and certify municipal police training curricula.
Abstract
A review of the organizational and administrative characteristics of the MPOETC indicates it is currently under the State Police, with the State Police providing administrative support and staff services. The State's Legislative Budget and Finance Committee is now considering a proposal that the MPOETC become an independent agency. In examining such an arrangement, this report reviews the various structures of existing State agencies and considers areas that may be affected by the proposed independent classification of the MPOETC. Some possible changes listed are the method of selecting the chairman, the assignment of program administration, employment of full-time staff, budget, facilities, and personnel administration. The report includes comments on the proposal from commissioners and other interested parties regarding MPOETC's organizational placement, and it provides background information on peace officer standards and training commissions in selected other States. Appendixes contain study instruments and the response to this report by the State Police Commissioner, who is currently responsible for MPOETC.
