A discussion of financing and funding options for care and service programs focuses on the determination of the cost of care; joint Federal, State, and local financing programs; the use of public hospitals; State-only programs; Federal financing through Social Security and Medicare; private insurance programs, community organizations, and volunteers; and the problems posed by inadequate public resources. An analysis of issues related to medical care focused on policy considerations in health care settings; medical care for special populations such as pregnant women, infants and children, and intravenous drug users; inpatient and outpatient services; and medications. Support services are discussed in terms of legislation, community-based organizations, the range of services needed, and methods of developing available resources. AIDS education is discussed from the standpoint of program design, media involvement, training of health care providers, the education of special population, and the education of elementary school children and teenagers. Research opportunities, funding, and management are discussed, using examples from Florida, Massachusetts, New Jersey, and New York. Maps and charts.
