This report discusses the impact of new deterrent-based laws governing driving under the influence (DUI) of alcohol and other drugs and the public's attitude and driving behavior in Illinois.
Abstract
The evolution of laws governing driving under the influence of alcohol and other drugs has placed Illinois in the forefront of a national effort to curb this serious traffic offense. A total of 47,000 offenders lost driving privileges in 1986 under provisions of the statutory summary suspension law. The statute provides that offenders automatically lose driving privileges following a DUI arrest when the results of a chemical test indicate a blood alcohol concentration of .10 or greater or for refusing to complete a chemical test. Several other important laws which became effective in Illinois in 1986 are described, including one requiring issuance of color-coded drivers licenses to drivers under 21, and granting rights to victims of DUI personal injury on the progress and disposition of cases.
