The private sector has a major role to play in addressing unemployment, which is one of the root causes of alienated behavior among at-risk youth.
Abstract
These youths are those who are in danger of dropping out of school and out of the labor market due to a variety of social, economic, and educational problems. The high rates of crime and violence in the United States reflect in large part the distress of these youths. In the coming years, the American economy will require the participation of all the young people if growth is to continue. Already, thousands of business volunteers are active in more than 600 private industry councils around the nation under the Federal Job Training Partnership Act to oversee training programs for at-risk youth. These councils offer a means for developing the coordinated, holistic approach necessary for combating the multiple problems of these youths. The Boston Compact is one example of what such a council can do. 1 footnote. (Author abstract modified)
