The British Home Office has recognized for many years that crime prevention is centrally important and that responses by the criminal justice system alone are insufficient as policy against crime.
Abstract
Although the level of crime in the United Kingdom is low compared to that in the United States and the British inner city riots of the 1980's have been on a much smaller scale than the American riots of the 1960's, community organization is an initiative that both nations can use in reducing public disorder and more serious violence. At the same time, it must be recognized that adding a few extra community workers will not solve the problems of the inner city. More structural change is needed, with rigorous evaluation of measures designed to improve the quality of life in the inner city. (Author abstract modified)
