This update of the fiscal year 1987-88 South Carolina State Plan on Alcohol and Drug Abuse published in July 1986 presents plans for primary, secondary, and tertiary prevention of alcohol and drug abuse in the State, with attention to the funding needs of county commissions and statewide funding needs.
Abstract
A review of trends and issues in alcohol and drug abuse in South Carolina focuses on consumption, arrests, costs, crime, an estimation of the problem, and the problem in special populations. An overview of South Carolina's response to the problem describes the work of the State Commission on Alcohol and Drug Abuse, county commissions on alcohol and drug abuse, legislation, public-private cooperation, and the work of other agencies and organizations. The fiscal year 1987-88 State budget request is summarized, followed by a discussion of unmet needs for county plans for fiscal 1987-88. The presentation of program goals, problems, and recommendations for action are categorized as primary prevention (the strengthening of individuals and social systems to resist alcohol and drug abuse); secondary prevention (intervention with persons abusing alcohol and drugs to help them seek the necessary treatment); and tertiary prevention (treatment services on a continuum from crisis intervention to long-term residential care). Priorities for the fiscal 1988-89 appropriations request are presented. Appended supplementary material and 59-item bibliography.
