Testimony and prepared statements by legislators, representatives of private and public family-serving agencies, and organizations, and private individuals describe issues related to the reauthorization and strengthening of Adoption Reform Act of 1978 and the Family Violence Prevention and Services Act of 1984.
Abstract
The positive effects of these acts on the provision of services to families and children particularly those at high-risk of child abuse and domestic violence and special needs children are discussed. Also considered are funding, training, technical assistance, and model program activities undertaken as part of the Adoption Opportunities Program, particularly as they relate to meeting the needs of handicapped, older, and minority children in foster care. A victim of domestic assault relates her experiences, and model programs providing services to victims of child and spousal abuse are described. Testimony favors reauthorization of both Acts and includes recommendations for increased funding levels and additional research. Supplemental materials outline models of effective adoption recruitment, training, and services programs, State use of Social Services Block Grant Funds for family violence programs, and a discussion of transracial adoption.
