These minimum standards for the facilities and operation of Ohio jails are the basis for evaluating the jails and for developing needed improvements.
Abstract
The standards apply to county jails, municipal jails and workhouses, and regional jails which choose to house inmates in excess of 120 hours. After presenting standards for the responsibility and authority of the Bureau of Adult Detention, the manual presents a glossary of terms. The standards cover procedures for reception and release, discipline, and inmate grievance. They also address security, housing, staff, and staff training. Standards for inmates services and programs encompass communication, visitation, telephone, medical, food service, and recreation/programming. Other standards pertain to sanitation/environmental conditions, violations and penalties, due process requirements, administrative segregation, and a code of ethics for jail employees. These standards do not preclude a locality from adopting standards and requirements for its own jail employees and facilities, provided such rules meet or exceed and do not conflict with the minimum standards.
