Under PM/CM the owner selects a project/construction manager to be the owner's agent in managing the project from the earliest stages of the project's conception through design, construction, completion, and startup. Among the most important of the manager's services are ensuring that the design is compatible with construction capability to minimize the need for costly design changes, evaluation of the cost effectiveness of all design features, and the development of a project schedule and update as needed. Other services include budgeting/cost containment, long-lead procurement that prevents scheduling delays, bid packaging and procedures, quality control recordkeeping, and the development of management information systems for project monitoring. Occupancy/transition management is also an important service of the manager, since this provides for speedy and effective occupancy under the demands of material and supply purchases, operation budgets, the hiring and training of staff, training in the operation and maintenance of systems, and the development of policies and post orders. Some misconceptions about the PM/CM method and potential problems are outlined in the article.
