This paper explores ways that Canada's corrections system can respond creatively and effectively to victims' needs, with attention to victims' informational needs, victim-offender reconciliation, and victim input in the parole process.
Abstract
Following an overview of the victim rights movement and the effects of victimization, the paper discusses how information about the correctional system can best be communicated to victims. It recommends basing correctional decisions on all relevant information provided by the sentencing court, including the victim impact statement. A range of correctional programs that benefit victims is described, and efforts which support victim-offender reconciliation are endorsed. Also explored are the legal and practical impediments to deducting restitution payments from inmate pay. The paper considers several options for increasing victim input in the parole process, including opening parole hearings to the public and recruiting community members for parole boards.
